I highlighted the important bits. "Marketing material" is different from a finished game. It's a lot more likely that the Vault was never completed, or is a piece of code that was never ready to be included, than that it was fully finished and has been sitting around for 2 years waiting to be implemented now. As an IDEA, yes, it's been around. They are finally getting around to doing some of those things they wanted to do in 2014, but couldn't do at the time because they were forced to rush the game out on Activision's schedule.
