What's happening is a plague is affecting Guardians who return from the Crucible. Now I can't say whether it's coming from slaying said guardians or being slain by them cause frankly, I don't know for sure, but I've got 2 different "plagues" on my Warlock and 1 "plague" on my Titan currently. The Owl Sector stuff you are seeing is a little thing called "BUNGIE IS HYPING RISE OF IRON". Seriously though, they're using this to hype up the expansion. The "plagues" being released are acting as a buff to all experience gained and all reputation gained. I'm being completely serious when I say that having 2 of them on one character gave me up to +150 rep to the crucible for a win, and the normal is around +30 rep, I think.
I'd say dive into the crucible and grab the buffs on all your characters ASAP, as the buff will probably expire on September 20th, when Rise of Iron releases. THESE BUFFS ARE AWESOME AND ALL YOU HAVE TO DO IS HAVE SOME FUN IN THE CRUCIBLE.

Can you stack multiple rank up packages and save them for Rise of Iron?

No, you'd be better to play as much crucible as you want now, and hand in each package. They don't stack. I'd edge your crucible for rise of iron to be on the safe side.

It might be, since it targets faction reputation and experience gain overall (The Vanguard is a Faction and Experience spans across PVP and PVE.) That's just my best educated guess.

Normal rep is 98, not 30. I only have brilliance and with a booster, you get 347 with each game.
