"Really, just making a place where the criminals everyone else hates can go, including the retired ones. We do harbor criminals, which is kinda bad, but the main goal is even better. Im making this faction be the place where all the evil, or shunned can go. Take my newest person I got, Vaer. He got cursed by the angels and imbued with a bit of power, and he killed many people. He was then forced to his house and became depressed. He is only twelve. But now he is here, and is probably gonna be pretty dammed happy soon enough."
[spoiler]Sithis's words can be confusing: basically, he meant that he has a front of harboring criminals and seeming evil, but in all reality he is using this faction to make a army of trained people, and harbor those who have sad pasts and are shunned.[/spoiler]
