The part of the Tower where the Vanguard is located is called the Underwatch. Quist, a member of the OWL Sector, says he's at the highest point in the tower. Pretty sure OWL Sector isn't about orbital weapons since Rasputin controls those. I think OWL Sector just means Overwatch Lab Sector.
