Not really, RNG means a small percentage will have apparent bad luck, and only those people complain, so it looks worse than it really is.
I would suggest two things:
1. A weekly iron bounty for a key for those who don't have time to play 30 strikes a week.
2. Increasing drop chance the longer you are in the strike queue. Not a huge increase, but enough to get you a 25% chance after 4-5 strikes and 90% after 10.

That's part of it. But different random number generators ( R-N-G) put out very different distributions. Bungie has had a history of using RNGs that tend to produce a LOT of outliers....instead of having lots of people cluster around the average. ...and I'm not here to really complain (I only stopped by because the thread was here), and my experience really mirrors that of the people who are here to complain. That the drop rate is OKAY (not great) in the SIVA Crisis playlist....but is ABSOLUTELY horrible in the Heroic play list. I Only played the 320 list of a few hours and got three keys to drop. I've played the Heroic strike list over the last 10 days, and have only had ONE drop. So the problem is REAL. However I think you're suggestions for dealing with are good ideas.

The problem is that RNG can at least put some people at bad luck for a really long time, and that is something that shouldn't happen in a game. The game should track the drop rate and even it out for every player.

If it were an RNGesus thing I'd have at least one key for all the strikes I've done. Got nadda, zip, zero in my inventory.I keep doing them because occasionally it drops a ghost at 365. That way all my glimmer/upgrade material ghosts don't significantly reduce my light level.

I'm not demanding one but damn, I've had a lot of people drop left and right; at the first wipe (these things happen...cabal with solar burn anyone?) or even because they don't like the strike (especially at the first sight of taken). I think after 10 strikes you should reasonably expect to get a key. So in short, Yes, you should be rewarded for keeping the queue running in the heroic playlist. P.S. I'm beginning to not trust Bungie so I also would suggest some sort of icon showing your streak run with the percentage. I don't think you should stop what you are doing to check your character inventory to see if you have a buff (This applies to 3oC as well).
