I just got Thorn today after RNG finally gave me the quest and I have to say it feels very weak and there are so many better "legendary" handcannons out there.
I don't know if this archetype of handcannons is just in a bad place or the gun itself is bad and lackluster but I would like a reason to use it in my exotic slot. Maybe buffing the range by a little and the dot by 1 would help.

Most competitive and non-competitive players were hardly worried about its return. It was going to be as meta as any other Eyasluna or Last Word in the current Crucible hierarchy, but it didn't have the potency of Year One. When they nerfed the range, they knocked it out of the competitive meta entirely except as an eyesore. I expected it to be nearly as viable as The Last Word, perhaps slightly worse. Right now it's just flat worse, more of a novelty. It's not a terrible weapon. But the range feels incredibly inconsistent. Might just be the matchmaking connections I've been getting. Some games go great, others the gun just refuses to land even for a body shot.

Needs more range to be a hand cannon worth using. Bungie please undo range nerf and increase dot by 1 if you land a precision shot.

Hahaha, no. I would bet they only put it back in because of constant bitching and/or the work they put into it's Grimoire story. I would be less surprised if it got nerfed than buffed. I will be very surprised if it makes the jump to Destiny 2.

Make Thorn like it was in Year 1, and if you have the artefact equipped, it's DoT does exactly what it does now. As it stands currently, there's no real incentive to use Thorn in PVP OR PVE.

DOT up by one per tick, and a range increase to all hand cannons in general.

I agree, but only the DoT would need a buff as it is slightly underpowered, even without the medallion that increases resistance to DoT while in crucible, in short, initially the thorn by itself is fine but it is the DoT which is lacking.
