I do not know if this a new glitch, However it is new to me. I was on Venus in the Ishtar Cliffs area, when the Vex sacrifices event stared. Now there was one other guardian in the area but he did head over to the public event. I did not want to do the event alone so I stayed away from it and I did not enter in it. At about the 10 second mark, (from the public event timing out)the other guardian raced over to enter the public event. I did not know why he waited so long, but I raced over to join him. We entered the event at about the three second mark. We killed the four guarding Vex and the event ended right then and the game gave a gold completion plus rewards. The thing is the public event did not start at all. Best guess to what happened is that we enter the public event right as it ended so it glitched out and registered that we completed the event when it timed out. Just something to fix for the future.
