[spoiler]I'll try to explain it as best I can.
The cards allow them to either become said Riders (aka Keira), summon said Riders (aka Kara), and access their weaponry and abilities. Their belt and gun used to access those abilities can overheat or be destroyed, reverting them to their fists and kicks. Kara has the powers of Kamen Rider Diend, and Keira has the power of Kamen Rider Decade.
Kamen Riders in general is a show created in Japan that began in 1975, with Kamen Rider Ichigo. They've had little breaks here and there, and the show is still continuing to this day, and in 2020, will end up reaching its 50th anniversary. Often (especially during the movies), they fight an evil organization named Shocker, which consists of evil minds and their main soldiers, wannabe Mexican wrestlers. (I'm dead serious.)

[spoiler]A Kamen Rider basically, is a normal person who ends up gaining powers beyond his/her imagination. Kamen Rider Wikia should provide a better explanation for it, but I can at least give you a few examples... Kamen Rider Kiva focused on a vampire prince/king who has to fight his own kind to protect humanity, as well as become king. Kamen Rider Decade (which is the powers that Keira has, allowing her to become the 17 Heisei Kamen Riders (Riders from 2000-2009; 2011- 2016) followed a mind-wiped Destroyer of Worlds, as he travels through the worlds of the previous Riders before him to regain his memory, and find his true world. Kamen Rider Fourze followed an astronomy club in a Japenese high school who ends up creating the Rider belt using special 'switches' from chunks of space rock.(At least to my knowledge...)
