First of all, I would like to say that this is just a theory based in the new interesting facts about Rasputin that Saladin brought during some quests (considering the relation between Shiro-4 and the Iron Lord and some Rasputin grimoire references)... If you don't like this kind of stuff, probably you are in the wrong post.
Riso of Iron introduced a new character called Shiro-4, an Exo that works for Vanguard and Cayde-6 against the fallen but never was mentioned before... Strange isn't?
Sometime ago, I've watched a video (https://www.youtube.com/watch?v=h2BLQ64p9fU) talking about the original story of Destiny (based in a article wrote by Kotaku: http://kotaku.com/the-messy-true-story-behind-the-making-of-destiny-1737556731) and the changes that were made. Basically, in the original story the warmind Rasputin was an Exo kidnapped by the Hive and Osiris and the Queen requested a guardian (you) to rescue him. The Exo Warmind that appears in a concept art as confirmed by some Bungie sources is the Rasputin "body" and this concept is very similar to Shiro-4 (without the hood) but this is not enough to confirm nothing okay?
In the grimoire card "Ghost Fragment: Rasputin" Cayde-6 tells that his old friend Andal thought that he was the Rasputin itself (maybe, because Rasputin was an exo too) and Cayde-6 confirms that he knows Rasputin better than everyone. Don't forget that Shiro-4 "works" for Cayde that seems to be the only relation between Shiro-4 and the Vanguard.
During one of the Rise of Iron quests, Saladin talks about his experience during the fight against the fallen and SIVA and confirms that for him, Rasputin is now more than what the Vanguard consider, is more than just a warmind... it seems to be alive! Did you notice that Shiro-4 is the only Vanguard member in the Iron temple? Did you notice that he knows about SIVA even without any information in the Vanguard data-base (as your ghost confirms during a quest)?
And you? Do you think that Shiro-4 in only a NPC without purpose or that he could hide more than that?
Rise of Iron could be a kind of introduction for a new DLC that is going to adjust the current situation to the story that was lost in the beginning... This adjustment will not be made in the whole story but the most important points maybe and who knows Nokris don't came for his father, takes Rasputin and the Queen rises once again with Osiris as her ally to rescue the only one that fought the darkness in affective way? (Just kidding)
when will you people learn Exos are separate from Rasputin. I'm sure many people other than me are sick and tired of people thinking every exo is Rasputin.
