Really? To you, last year was more pay to win? We only get three Treasures of the Lost packages this year or in my case, only one.
In Y2, we could get as many as we wanted, seeing as they came from the Candy Pouches, not specifically Eververse.

pay to win implies that you have to pay more money to be able to play the meta meaning those who bought dlc in year 1 which was most people were more pay to win than those in the base game still year 2 isnt pay to win in everese because she doesnt sell anything that directly affects how players interact with each other other than emotes
