will giving the masks you have already used from one character to another work and save you some candy bags/ time?

No. You have to do the steps in order. You can get the masks ahead of time, but you'll only get progress on the step you're currently on.

The quest activated from speaking to Eva when I didn't have the right mask. Then I got the needed mask. I don't believe the mask is the trigger for the quest.

Or just pick it up from the kiosk. It's right there by Eva.

You can transfer them or pick up new ones from the kiosk

Sure, why not? Put them in the vault and get them out of there when you need them...

Nope. You have to run them in order. The masks are just bonus requirements for completing them.
