I may be wrong but...
Didn't last year's FotL give you masks when you completed candy bags?
I've only gotten respawn cosmetics and jackolyte so far.
The only masks I got were from treasures of the lost.

1 ReplySimply put; they changed the way things work. Aside from the masks for the quest, and the Crota mask, all of the other items are in those festival caches. You get one per character, upon the quest completion. Otherwise, it's all about cash.
