Dice changes things A LOT MORE than Bungie. The fact that it "causes a stir" has to do with the community. However, the chief difference is, Dice releases patches almost monthly, that feature incremental weapon changes as opposed to the yearly "slash and Burn" Nerf cycle of Destiny. Dice is trying (as best they can) to balance weapons, while Bungie try's to even out usage numbers by Nerfing guns into oblivion. Large, weapon class changing nerfs create seasonal metas where certain guns are the obvious choice in most situations. Bungie hopes in the end, that we toured all the weapons throughout the game's life cycle via metas. Luke Smith even said that weapons would have seasons...
This no way to run a competitive multiplayer game, but it's cheap, and doesn't require a lot of testing or work.
