They all suck. Especially the pulse rifles. Use herja-d for example. It has horrible stability and range, and no proper perks to even fix this.
The hand cannons have horrible range and one of the worst recoil patterns I've ever seen.
Look at the stats and you will see that no one uses them.
Edit: I just picked up a god roll lyudmila-d with counterbalance and hand laid stock. The gun still kicks like crazy and is difficult to control. The pulse rifle needs a base stability boost.

Hakke Hand Cannons typically have very high Accuracy stats. But their downside is that they have fast drop off damage and slightly higher recoil. They do have great perk selection consisting of accuracy perks. Hakke Pulse Rifles allow for more bullets be missed in a burst and not be penalized. They usually come with higher mag sizes and better perk options to choose from than normal pulse rifles. Hakke Sidearms are the best Sidearms. They use hitscan instead of firing energy projectiles that have to travel a distance. This greatly enhances your range options, but they usually have fast damage drop off. Hakke Auto Rifles tend to have better Range and Perk options. They have a lot of stability and range perks all on with the better half of enhancement perks. Hakke Shotguns usually have great Accuracy perks as well as enhancement perks. This works great as Accuracy groups the pellets tighter acting like a slight shot package. Hakke weapons aren't bad, they're just different. They focus more on Perk Choices rather than perfecting weapon stats. If you would prefer to have a gun worth a good chance of rolling god tier perks, choose a hakke. If you're looking for a sidearm, choose a hakke. Hakke can be a great choice for Weapons because with their right perks, you can do very good against other weapons.
