Hakke weapons need to be tuned BIG TIME
They all suck. Especially the pulse rifles. Use herja-d for example. It has horrible stability and range, and no proper perks to even fix this.
The hand cannons have horrible range and one of the worst recoil patterns I've ever seen.
Look at the stats and you will see that no one uses them.
Edit: I just picked up a god roll lyudmila-d with counterbalance and hand laid stock. The gun still kicks like crazy and is difficult to control. The pulse rifle needs a base stability boost.

They don't suck. I use Herja-D and Apple of Discord quite often and they always perform really well. Herja-D has one of the highest base stability stats on any pulse rifle in its archetype and Apple of Discord the best combination of range and stability. Counterbalance works wonders for Hakke pulse rifles like it does everything else but if you add either Fitted Stock or Hand Laid Stock with it and it's a laser. Zero stability issues.
