My idea for an all exotics gear equipped are as follows:
-Obtain the quest for the new raid through Xur (Cabal raid maybe?)
-beat the raid with the maximum DPS damage on final boss. Depending on how much DPS you did on them the quest will go on and you'll be granted exotic particles.
-Bring get back to Xür, and also additional strange coins.
-Xür will then grant you an exotic blueprint on how to forge multiple exotic gear pieces with your light level.
-you now bring this exotic blueprint to the armory(yes a new vendor that only sells and forges gear and perks)
-the armor smith Will now tell you what light level you can wear two exotic gear pieces ranging from 30 light levels before max light or he/she may say you need to be max light. (It's random RNG)
-bringing this exotic blueprint to the armor smith unlocks the "the life exotic" perk (one piece of gear at a time) on any gear that you select. Rinse and repeat to add more per exotic gear. This may require multiple raid completions, you also have to wait for the following weekend for Xür to arrive to collect the quest again.
This quest should also be available for weapons, the same way it's done through the gunsmith.
For those who are wondering, no it's not over powered. There will be guardians that will still prefer their favorite legendary gear over an exotic. This quest is available to any of the brave powerful guardians that are able to complete the raid and just like trials of a Osiris, only powerful guardians prosper! So if you're going up against a guardian with all exotic gear equipped, then you need to know what to do.
Be powerful, be brave, and stay strong!
Beat the Raid!
Edit: 11-27-16, just had a discussion with someone else and I think this feature should be implemented in private matches first to see what are peoples thoughts on it

That is just a bad idea in every way. Just imagine you're in trials versing 3 self res warlocks with double fusion, ram, ophidian aspects, voidfang vestments, and transversive steps(those aren't that good but still help). Then they're using something, something, and a gjallarhorn and/or truth. Imagine bladedancers running mask, shinobu's vow, tarantella, and bones or frost ee's. Or a Titan with helm of saint, no backup plans, twilight garrison, and dunemarchers. The amount of OP combo's you could use with the ability to use multiple exotics is ridiculous, and it should NOT be in the game.
