Imagine if Rahool was the postmaster instead of the Cryptarch. "Oh, hey I know you got an exotic from the raid and your inventory was full...but, sorry, I gave it to some other Guardian and you can have this blue engram instead."

The postmaster does work as intended.

I assume he just means the postmaster should have a prioritized rule set when it's full so a blue engram doesn't push out something higher?
