I got a Hero Formula drop the other day with this perk but it actually feels like it's more hindering my aim then helping.

That depends on the base Aim Assist of your weapon. If I'm not mistaken, HH adds 15% of the base AA to your AA. So if your weapon has a high base AA, let's say 80, the gain is noticeable (+12 up to 92 here). But if it has a low base AA, the gain is minimal : with 20 you gain +3 up to 23 for example. Then how people like or not a high AA is their "feeling" with weapons. Some like the way it sticks to the head, some hate the fact that if someone crosses the line of aiming the crosshairs is pulled away from the target...
