No. Raids need elite tier pve gear. Maybe less so with regards to the armors but the guns should be static rolled guns that are hands down better than vendor guns for pve with an extra perk allowing them to have a slight edge on non-raid guns in pve content outside the raids. Oh yeah! And the primaries should have elemental damage.

Hope your right. I have my doubts. Even if they come back that still doesnt make up for the fact that they should never have been removed, and y1 gear should never have gone obsolete. No excuses for treating Y1 players like shiite just to drag their heels giving us back stuff that should never have been taken away. This is not how you build a dedicated die hard fan base.

At this point I don't think anyone knows who we are really dealing with. Is it Bungie? A new Bungie? The remains of Bungie? A completely different dev team? Activision? Everything is one big guess at this point.

Its got the bungie/activision label on it so thats good enough for me to put the blame on them. Whoever it is tho theyre completely incompetent imo
