True, that is one thing I've disagreed with. Having a leader that would lead for a set amount of time, no more than that, with a variety of council chambers and senate committees to make decisions (basically similar to the U.S. government) would be better, and more trustworthy to not be corrupt.

Maybe, although that leads to the possibility of things not getting done as well. In my opinion a single ruler would be good, but they need to be voted there and also obey a set standard of rules. If they break these rules they have a chance to argue their reason why in front of a select group of highly respected community members. And any abuse of force will be met with the guardians taking them out of power.
