I decided to play with this silly old thing recently and was reminded swiftly of the awful reason why I put it away in the first place.
I don't recall what its old backpack capacity used to be, but it took a hit with the Great Secondary Ammo Nerf alongside every other Sniper and Shotgun class weapon. Which would be fine normally except that it's a Primary and as it stands it can't be fully reloaded once from reserves. At maximum capacity, it carries eleven rounds. Its clip holds six. You get one and 5/6 of a clip best before you're entirely depleted.
Universal Remote wasn't punished like this, so how in the name of sanity is this acceptable? Sure, I could see it in PvP as you can pick up Primary off of people you kill with it and respawn with refilled munitions. However in PvE, especially should Juggler be active, the weapon is out of ammo before you even start.
Just a brief gripe about what could otherwise be an amazingly fun gun across every playspace. Wanted to see if anyone had thoughts on it.

Giving it more backpack ammo would start to cause problems. It sounds like your real issue is that PvP adjustments have negative effects on PvE, which is a fair complaint, but it's an issue that extends way past just NLB.
