No. This is why you don't write on behalf of the other character.
Otherwise I might as well say that Watcher accidentally stepped on a knife tipped with the poison of a box jellyfish that an amateur assassin inconveniently dropped while on mission.
You should only write in regards to [u]your[/u] character's actions. That way it gives your opponent a chance to respond and react. Yes it would make it up to your opponent to decide if he got hit or not, but then your opponent would also have to exercise honesty when it comes to this medium of RP and stay true to the character he/she is [u]role playing[/u] as. If your opponent can't be true to the limitations of the character, then it's just pointless.
You did that a few times and I let it slide. But depending on if I got in, i was going to push for some reforms to make the quality of fighting to be more consistent and honest.
It is partly my fault too since I deliberately wrote a sort of vague bio so that 1) I can explore this character and figure out what's good and bad and 2) I get anxiety of publicizing my creativity
