Yes yes I know. "Nobody even gives a crap about Exhumed." Granted it isn't a perk that a lot of people want, it is still a perk nonetheless and we all have used weapons with such a perk. With this upcoming change to the special ammo economy in PvP any special weapon (except sidearms) with this perk will pretty much be a wasted slot. Since you lose all ammo for special upon dying, how are you supposed to make use of the added range and handling bonus of Exhumed since you won't have any ammo on revive? The effect doesn't last long and probably not long enough to wait for more ammo to spawn. "Why waste time talking about a perk no one likes or uses?" It may not be a very popular perk, but I've drawn my fair share of shotguns and fusion rifles with this perk and it actually is a decent perk. Having to die to use it is kind of a nuisance but the added range and improved handling is noticable, especially in a frantic 1v1 when your shot must count.
