Bungie have stated that they are looking to buff the amount of flat health which is gained via health regeneration perks such as Life Steal or Hungering Blade. A 58% increase in the amount of flat health to be exact.
I had a thought that perhaps recovery should add or substract from the amount of flat health received.
For instance, a player with very low Recovery would gain a flat health boost similar to what it is in its current state. However a player with high Recovery could receive upwards of 70% extra flat health.
Recovery for the most part is a rather unimportant stat when specing for your Guardian. I personally feel like this would add options when choosing perks.

Or they could just admit they made a mistake and revert Hungering Blade and the rest of the health regen perks they broke back to normal and forget this flat bs but they sadly aren't smart enough to listen to their players.
