That's not how thes games work.
Loot is often RNG. But all [i]progression[/i] being left up to luck is poor game design.
Most loot based games have a character skill tree that gives the player most of their new abilities in predictable, EXP based manner. With the loot just being the icing on the cake.
Destiny made the mistake of having that skill tree hit a wall very early in the game.... the all progression after that coming down to winning pulls at a slot machine. Because the loot was both the icing AND the cake.
