The titans are meant to protect the last city (tower) its in the lore soooooo.....titans failed maybe?

We do protect the City and we have. Against the Fallen, twice. But I'm pretty sure this is a result of orbital firepower. I'm willing to bet at that point in time, the Cabal haven't even begun their main offensive. Let's not underestimate their Emperor's fleet
