Notice the red on the two Guardians at the end of the teaser? That's right, New Monarchy is pulling its weight, unlike the other factions.

Based on old concept art, New Monarchy has an HQ in the City, as do the other factions (to my knowledge). If that's canon, then the fight could be near their base.
