Hunters have highest skill cap in the game. They do not need a buff. If they don't work for you, it's probably you, not the class

What do you mean by skill cap ? Like most skill to use and be efficient or you mean it's like an easy class ?

A skill cap is the limit to effectiveness, regardless of skill. If a character/class has a low skill cap, then a bad player will be almost as good on that class as an amazing player, just because the class doesn't have much to work with. Hunters have a high skill cap because skilled players can really take them to a level beyond, with shadestep, wombo combo, mid-air shooting, and general all around agility

I say titan has the highest skill cap honestly. Your examples of a high skilled hunter is essentially a spammy hunter. Titan though, can be played aggressively without being spammy. It's more of a playstyle rather than spamming abilities, especially with what you can do with titan skating. Surprisingly a lot of people struggle with that so i say it's harder to land mid air shots doing that than just pressing A. And also most likely with bones of eao bc almost every hunter uses that which gives you good movement just with that.
