It's when someone says a potty word. The word is replaced with -blam!-.

-blam!- is used as a replacement whenever someone is cursing on this site/app. "You son of a -blam!-" It was also used in Halo: Reach (I don't remember if it was in Halo 3) whenever someone created a file with an inappropriate name. Other than that, it's just for fun.
