Are you -blam!-ing stupid? Storm caller doesn't 1hit like every other super. Therefore it has the worst TTK. It takes aprox 3 tics, even more against another super.
The point of offensive supers, is to kill targets quickly, and efficiently. Teleporting around zapping the same target for 3-5 seconds is NOT efficient.
