So I decided to build a PC and need help knowing if I'm getting good parts. I wanna keep my budget within the $1500 range, willing to spend about a $100 more if needed.

Get a 1600 instead of a 1600x; their specs are exactly the same aside from clock speed, but you can overclock it to 1600x speeds even with the stock cooler. You could add in an aftermarket cooler, but I wouldn't right away. Better motherboard with a pretty good audio solution onboard so it eliminates the need for a sound card. No need for an optical drive. Install your OS with a USB drive. No need to pay for Windows 10 immediately. You can use an inactivated version for free for as long as you want. Added a SSD to use as your boot drive for your OS and programs. Changed the GPU to a cheaper model of the same chip. There really is no reason to spend more for the same thing.
