I'm speaking to those who elected that they will not use meta..MIDA, hawksaw, wormwood, Pali, icebreaker are ALL meta..

Hawksaw is ABSOLUTELY meta and don't patronize me by insinuating that I'm indignant about dying to it in the crucible...b29, Peridition etc are just as prolific...I use it more (blind perdition) more often than pally, Luna et al

Then you might as well list every single other weapon. Look, I think you are overlooking what the meta really is; it's the most reliable weapons with the fastest ttk in the game. Right now at the top of the list is palindrome for primaries with wormwood and icebreaker for specials.

I disagree/ I've found that most maps that I've been spawned into the last few days haven't been conducive to HC- range drop off is so severe that it's impossible to contend- aka blind watch, floating gardens, widows court etc

That's where Destiny's movement speed makes it possible and icebreaker. The vast majority of the gun battles happen at mid range regardless of map size. Believe me, I have tried to keep all my battles at a distance and it's about 50/50 between long and mid range.

What if I hate ice breaker? My options become greatly constrained in that case- Y1 it was great- now it feels clunky

Then you could use wormwood (if that's your thing) and play the mid range game. Personally, I like using scouts with a sidearm as backup for close range. I've been using this kind of loadout for a long time way before this current meta and it works for me. So far, this current meta isn't as bad as the old ones. It's a bit more flexible instead of if your not using the meta weapons you will be at a disadvantage. You can basically use whatever, as long as it has high impact and range for it's class. It's just that with everybody being so mobile it's the weapons that kill the fastest become the most used and palindrome is the fastest. With the special ammo nerf the special weapons are being used are the ones that again kill the fastest while getting around the nerf like sidearms and icebreaker.
