Mainly because they realized everyone wears a helmet 100% of the time. The character creation is almost meaningless

Yeah, I suppose you're right. It's not like you can opt out of wearing a helmet during combat like Mass Effect. However, I wouldn't mind having my helmet off at the tower (or farm) if my guy didn't look like a dummy.
