Maybe they wouldn't. We also didn't have two primaries in D1. Ammo synthesis was somewhat necessary because once you're out of primary, you're down to snipers/shotguns/rockets/fusions/machine guns. Those all burn through ammo fast.
With a kinetic and energy weapon, we do not need synthesis.

Run a SMG and AR.... you blow thru Ammo fast.

Assuming you're not just spraying it into the air, you also get plenty of ammo back.

Play as the Top tree Dawnblade. Fly and shoot. Smgs work best but use alot of ammo.
