Good point and I would have to agree it one thing that is sadly needed in this game specially when you find your self in a tight situation
Edit: pve patrol is got it bad as well

Not at all. Super enemies always drop heavies. Do public events and youre more than stocked, and also hvt's. (In response to your edit)
