The Fallen, or Eliksni, are multi-armed biped aliens who lived on a planet far from Sol. They were once Kells ruling over houses, riches flowing and technology boosting. They once had the Traveler, it came to them in its interstellar mission. However, nothing lasts forever...
During an event called the "Whirlwind", the Fallen homeworld was destroyed. Similar to our Collapse, we don't know all of the details. We do know, thanks to the Doom of Chelchis, that Oryx was present at the Whirlwind. However, the Darkness itself could've also been there.
After this, they broke apart. They turned into scavengers and pirates. They devolved. Civil wars broke out and left only a few houses. These houses were the Devils, Kings, Winter, and Wolves. Thanks to a lot of Dregs and worried Vandals, some Fallen split off and formed the House of Exile, no banner, no official ranks, no rules. After the SIVA Crisis, where the Devils found an ancient nanotechnology, the houses ditched the Cosmodrome and united under the House of Dusk.
Enough history, how do they work? Well, let's start with their outright appearance. The Fallen are slim and agile, as they can crawl on their 4 arms and 2 legs. They have 4 glowing eyes, suggesting a large sight range. They have an exoskeleton, meaning they are at least somewhat insectoid. They have nails, not far off from human nails, with the exception of their feet. Their mouths are oddly shaped, with two large bottom fangs and a diamond shape.
It's possible that the Fallen have endoskeletons as well. In the Plaguelands in D1, Fallen heads were placed on spikes with SIVA flowing through them. These looked oddly skeletal, but it could just be dried up Fallen with their eyes clawed out. However, if those are skulls, then that would mean that the Fallen are durable with two skeletons.
Despite that, hemoglymph is a fluid that runs through insects. A Heavy Shank spotted with that name is on Titan. This suggests that Fallen's life source or "ether" flows through their bodies like hemoglymph does.
Speaking of ether, it once ran free on their homeworld. Now it is generated by Servitors. It's unknown the exact process, but judging by the piles of dead bodies near the Devil's Lair and large Servitors being able to "eat" you... well... it seems that Servitors turn people into ether through a complicated system.
Ether also comes out of their bodies when you shoot them in the head. Think of it as a "soul". This just releases ether into the air, though.
Ether also has a neat ability to grow Fallen. A well-fed Eliksni is nearly twice the size of a human. Dregs and Wretches, the lowest rung of the Fallen command structure, are small and meek. Ether also allows Fallen to regrow their limbs. Dregs do this when becoming Vandals.
Ether can actually be replaced. The Devil Splicers during the SIVA Crisis proved this. They let themselves get infected by SIVA, which ran through their bodies the same way ether did. This infection led to the Splicers having SIVA shields, SIVA legs, and even the ability to infest the area with a high SIVA density.
Fallen social structure goes like this, Kell - Archon Priest - Archon - Baron - Captain - Vandals/Marauders - Dregs/Wretches. Servitors and Prime Servitors are generally held up to the highest regard since they produce ether.
The Fallen also produce Shanks, which are programmable robots that can have multiple functions. Exploder Shanks charge and explode, Tracer Shanks are snipers, and Repeater Shanks have a machine gun on the bottom. The Fallen created the S.A.B.E.R. project to upgrade shanks. The S.A.B.E.R. shanks we've seen each had important roles. S.A.B.E.R.-2 was tasked with hacking Rasputin's systems and S.A.B.E.R.-6 was tasked with securing and transporting stolen goods from the Cabal and Last City.
The Fallen have a good grip on technology. Their Ketches come out of slipspace, they can turn themselves completely invisible, the Servitors are a marvel of scientific genius, and they can make their arc bolts track enemies.
Splicers are a division of each Fallen house that experiment with technology, replaced parts of their bodies in the process. By this logic, Variks, the last of the House of Judgement, is a splicer. Thaviks, the Depraved is also a splicer, as his legs are robotic. A final noteworthy, non-SIVA, splicer is Taniks, the Scarred, who murdered Cayde-6's friend, prompting him to join the Vanguard.
Despite being scavengers, the Fallen still hold some nobility and loyalty. When the Vex on Nessus captured a Fallen squad and told them to kill each other, none of them raised their weapons.
And despite THAT, they still think we stole the Traveler.

Nice info man, I really do hope that we make a truce with some of the houses! Kings could be a good candidate or perhaps one of the house we have yet to come in contact with... That being said I REALLY hope at some point they become a playable race! I know they would need to put a lot of work into the mechanics behind their different structuring having 4 arms and such and it would be a totally different ball game from what we have currently but I really think this would blow everyone away!
