It was a competition, not everyone should get a throphy. Even if that throphy is a horrible scout rifle no one will use. I don't think every weapon being available would have made sense. I'm sure other weapons will be available during the next faction rally, this is obviously bungies new pve event. It will most likely happen each month like iron banner.
