Approx. a third of the energy weapon mag is reloaded every 20 minutes of straight sprinting. It's actually more like 20s, either way those are terrible boots and with proof of mobility's lackluster in game effects it's hard to tell if those boots do anything, as I ran just barely faster than my hunger friend with about 7 mobility. In summary, unequip the boots.
