I'm thinking they decided to blanket ban overlays to curb cheating before it happens. Problem is they never warned PC players about it.

They did: https://www.bungie.net/en/Help/Article/46101 It was posted on Reddit and some gaming websites before PC beta even started.

There is nothing written about a ban ....

I believe it is also in the TOS when you install / start the game.
