He posted a while back that pc players were getting banned for using apps like discord and others when it's not cheating at all. Cosmo replied it wasn't true. Lo and behold it is https://www.bungie.net/en/Forums/Post/230318219?sort=0&page=0&path=1

I've seen plenty of people saying they were banned who aren't using any third party apps at all. "Fresh Windows Install, nothing else running, banned" is frequently posted. Until Bungie actually says why it's happening, it's just anecdotal evidence and posts like the OPs are just more noise for people to sift through.

I disagree - first off Cozmo didn't "call out" anyone and certainly didn't state the OP was "a liar". He was just correcting misinformation. Could it turn out Cozmo is wrong because the software has a bug and isn't performing as intended? Sure, it's possible, but he's stated the behavior of the game and Bungie's policy as defined to him. Again, since Bungie hasn't said what's causing it, we don't know if the OP is right or not.

There's a difference between saying you're ignorant of the facts, and calling you a liar. He did the former.
