They have a history of less lies than I can count on my hand and a ton of others made up by the community that have never been proven. So yeah 400 is likely an estimate, but more accurate than some exaggerated “thousands” number that nobody has bothered to verify whatsoever. Apparently it’s cool to deny anything said by Bungie simply because you don’t like them, but it’s wrong to refute and question any accusations against Bungie... yeah ok DTR also took down [i]their[/i] tracker themselves.
