If I double dip and get PC too is it better to just shut down things like steam? I wanna buy it ... But I don't want to get banned for something stupid.

If you are at all worried about it then just don't use any programs that put in game overlays. The PC version is really good, amazing graphics, faster game play, smoother frames, better gun play etc making the over all experience far better than it is on console.

So I'd have to shut down steam and NVidia. Would Eset's overlay count?

You can leave both steam and nvidia on just turn off any overlay features to be safe. I'm not sure what Eset's is so I would say turn off it's overlays too.
