Expanding mods wont fix things if the effectiveness/quality of mods are tempered down so as to not effect PVP. Static rolls on guns and mods isnt a problem- the problem is everything must pass through the lens of what can/cannot be balanced in PVP. That is why guns are boring and mods feel underwhelming. If the game is going to be balance at all costs, the guns and mods are going to be boring and underwhelming regardless.
