They nerfed PEs because you could just farm them over and over, then getting more tokens effectively doing PE than doing any other activities. Strikes gave like 4-6 while PE gave 8. It was too easy.
In my opinion it's fair. If I spend 15-20 mins in a strike I should get more tokens than someone who spent 3 minutes on a PE.
