It's more of a [i]kill 2 birds with one stone[/i] scenario. Bungie loves to try and communicate in this way. Unfortunately it gets them into trouble. I don't know why they still do it. What you've said is true, but they have also made it easier to farm tokens this kind of giving a purpose to replaying existing content. Not for everyone. But for many who are interested in obtaining an armor set.
