I was doing the quest line for Sturm tonight. I got to the step where I talked to Tyra Karn. I got confused because she showed Drang as a clickable item, so I assumed she would upgrade or otherwise change my copy of Drang. Nothing seemed to happen when I clicked, so I kept clicking until it grayed out. Much to my chagrin, I found that I had apparently used all my legendary shards to purchase 4 different copies of Drang, bringing me to a total of 5 Drangs. I scrapped the spares leading to a net loss of 28 total Legendary shards (4x10 purchase - 4x3 scrapped reward). First off, why can you even purchase multiple copies when you only need the one for the quest? And why the heck is there no warning or other message to make it clear you are purchasing the item? The interface was set up just like a quest reward unlike normal NPC purchase interfaces. I'm resigned to the fact that my 28 Legendary shards are toast, but please fix this issue so no one else suffers the same fate.

they put this system in place for people that either lost the item cause a bug or dismantled it and needed it back, you are the one that simply didnt choose to research what you were buying (it even says 10 shards at the purchase option)

I mean in all honesty you should have stopped after the first time, so thats kinda your fault. Also you got some of your shards back, meaning your error wasn't a total loss. Plus shards are pretty much the easiest things to collect, but this game is a process of trial and error.
