He walked over to Rose’s unconscious body and, with his last electromagnetic star (which he really needed a simpler name for) tethered her arms and legs together, so that all of her extremities were locked to one another.

The latter would have to come first. He broke off into a jog, seeking to check on the apartment’s residents, returning the money and making sure that nobody had been seriously hurt.
