So you’re ok with them releasing one raid every year? You act as if a month or two is nothing. They obviously had the Leviathan raid finished for a long time before the game came out, and they could have easily transferred all their resources into developing the next raid and pushing the dlc back a month or two to give them enough time to make sure everything is working and to make some finishing touches.
