Id have to disagree theres not much safe about d2 it was a large risk.
If by safe you more meant making it easy and having everything accessible to everyone sure Ill agree.
But to release D2 as they have and being so different from D1 was a massive gamble, sadly sometimes gambles dont work out the way they expected.
I agree the static rolls are horrible but many complained about the grind in D1 for god rolls so Bungie listened and tried to make it balanced by alowing everyone to have the same rolls on gear.
Its result however has reduced replayability and effectively removed the grind hence the main draw card to play the game.

I don't really remember people complaining about god rolls. They went this way so it's easy to balance . Was the worst decision they've made.

The complaints were around them being too hard to get for many they tried to remedy it with the house of wolves rerolling which had the side effect of stopping the grind for them. Now there is no grind just a collectin of static gear so in effect a boring but balanced playing field. (Agree it was a shit move by bungie)
But to release D2 as they have and being so different from D1 was a massive gamble, sadly sometimes gambles dont work out the way they expected.
They released it this way because they saw the exact opposite as a gamble. This happens with a lot of IP.
