Recently Bungie Addressed XP and how there was a cooldown on earning XP.
They claimed to have fixed the situation but that simply isn't true.
Here's some words from a reddit user, I'll use his info to help people understand.
The heroic event displayed 3125exp and i had in total 4-500~ mob exp, if the numbers were displayed correctly i should have just about 3.5k. However according to the tracker I only gained 2,180xp.This is from a PE using a coin, assuming the 25% boost is still true. That's about 1,600xp without subtracting the mob kills. It's very clear that xp gains have been halfed in exchange for no cooldown, yet we're once again being shown misleading numbers.
So i swamped to another character who was near leveling and killed some mobs. I needed 130xp to reach a bright engram, after 245xp + 1 Legionnaire kill i got it. Xp has been halfed globally, it's not just public events.
Running a strike to see if it's the same. I doubled check with the recording and not only did i miss count the mobs killed (didn't factor in teammate) there was also a coin being used. Strikes are also affected by the -50% exp. I hopped back in and killed 1 mob to confirm suspicion, display said 43xp yet tracker says 21xp. This is worse than i originally though, strikes are worse off than before.
So like this guy said there is -50% XP earned for every activity in the game.
This is a very poor decision, and It wasn't made in regard to the players.
EDIT:
We have an Official response.

Bungie Help Made a response on Twitter, (Click this paragraph to read it) I'm not sure if i should to trust what they say, or consider it nonsense. This I think is a way to heighten the recommended XP you need to earn a bright engram. That is not good whatsoever. We still need a better XP system.

Guys, why do you even want extra xp anyway? What cosmetic from eververse is so essential it warrants farming public events for 😂😂😂 a ship? A non reusable shader? An ornament? Theres literally nothing but garbage in bright engrams.

So funny to see people so mad at something that means absolutely nothing and has ZERO impact in your real life (unless you were stupid enough to buy silver). Was Bungie deceitful and does that suck? Sure. Should they do a better job at letting you know how your time can be impacted? For sure. But this is just a game... so keep things in perspective and treat it like one. Use it to entertain yourself. Enjoy playing it with your friends. When you get bored of it, move on to something else until D2 has something to enjoy again... and if it doesn't, then simply don't come back to it... its not the end of the world. That said... if you are so wrapped up in this that you just had to spend real money to play the RNG lottery then you deserve what you get. Be a smarter consumer. I bought silver in D1, but I could pick exactly what I wanted. Once I saw that in D2 I could NOT pick what I wanted I decided I was not going to spend my money on silver... period. Would I like to get the Spicy Ramen emote, sure... but Im not stupid enough to spend money for an RNG chance to (not) get it.

*halved* I just wanted to be petty and add nothing to the conversation. Carry on, this comment is meaningless.

This thread is a beautiful example of the cesspool of trash that the forums have become. Everyone is either blowing Bungie or they are sticking it to them by going on their forums and complaining. Flinging insults at each other like children on a playground. Then they wonder why Bungie abandoned the forums
-
They took something that was bad already and made it worse. Exotics are also dropping less often for me, but are still duplicates. I've played a lot more than want to play and still haven't been able to get the last couple of things I'm chasing. very discouraging.
-
Who cares? When you hit 20, what the -blam!- is the point of xp anyway
-
So it may take longer to get an item I wasn't trying to get and have no use for anyway. Got it.
-
Not worth your time.
-
XP is even slower now Good job Bungie
-
Wow, Bungie pulled an EA.
-
Crucible gives almost no XP now. All we wanted was for you to take away diminishing returns, not nerf everything
-
Slim jims
-
People saying it's not a big deal, and they could be right. BUT, don't forget that many issues have been building up pressure, no matter how small. Eventually the community will blow up.
-
So nothings changed then, it's still a huge nerf.
-
"The API hasn't been updated." 😂😂😂😂 These mf'rs will say ANYTHING!
-
From what I understand they didn't halve it, they doubled the length of the level bar
-
Just -50%? I would have assumed a -90% nerf considering it is tied directly to Bright Engrams. Bungie doesn't want you earning Bright Engrams, they want you to buy Bright Engrams. As long as EXP is tied to Bright Engrams we will never see EXP numbers that feel good.
-
The response: "We didn't cut your exp gains by %50. It's just that the display is incorrect now because we doubled the amount of exp it takes to earn a loot box." Wow.
-
So they raised the amount of XP it takes to gain a level and called it a bug?
-
Dit bungie lied?!?!?!?! That must be new.. They respect community and they will never do that.. Hahahahahahaahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahahhahahaahahah
-
I don't give a fork about how fast or slow I get bright engrams, it's all the other issues why I uninstalled the game for now. Wake me up when there's an ingame lfg tool/chat, a PL, item and reward revamp and something like an endgame. It's gonna be a long, long sleep...

Edited by DEAN_67__MI: 11/26/2017 7:57:01 PMI lose respect for Bungie more and more everyday. Destiny 2 will be my last purchase from this company. Its very apparent that this company is managed by a group of monkeys.

Edited by pValue2010: 11/27/2017 8:19:38 AMBungie, stop being a dick. Community, stop worrying about how often you can play "dress up" with different colored clothing. I'm not on anyone's side, but this shit is pretty entertaining to me.
-
Edited by TeslaDoc: 11/26/2017 1:35:15 PMI barely ever look at my XP. It always surprises me when I get the on-screen milestone notice. Who cares? It’s barely relevant. What does bug the living hell out of me is Bungie telling a half truth.
-
Who the -blam!- cares about xp rates? Maybe there's s few out there that actually care about dressing up their dolls in an imaginary place, and maybe those same crazies like to post on game message boards too much.

But the xp decrease never effected strikes. Strikes and crucible actually had an increase with xp with extended play without exiting the activity. (According to John Wizinski [sorry if misspelled] on crucible radio) The only activities that had a decrease to experience gains were shorter activities with minimal time investment ie: Adventures, Public Events, Lost Sectors, ect. I’ve been playing all week and haven’t noticed any decrease in xp, in fact I’ve been getting bright engrams more often since this past update.
